Coalition of State Medical Associations Urges Congress to Protect Medicaid

How Did We Get Here?

Last week, the U.S. House of Representatives narrowly passed its budget resolution (H.Con.Res. 14) with a 217-215 vote. This resolution includes $2 trillion in cuts, with $880 billion coming from the House Energy and Commerce Committee, which oversees Medicaid.

CMA strongly urged California’s Congressional delegation to vote against these cuts. However, the vote mostly followed party lines, with only one Republican opposing the measure. Protect Medicaid

What’s Next?

The Senate must now either approve the House budget resolution or pass its own version. After that, both chambers must reconcile their differences before a final budget is set.

Three California Republican Representatives—Ken Calvert (R-Riverside), Young Kim (R-Orange/San Bernardino), and David Valadao (R-Tulare, Kern)—have stated that, while they voted for the budget resolution, they will not support the final bill unless Medicaid cuts are significantly reduced.

A Direct Threat to Our Safety Net

For decades, Medicaid has provided essential health care services to children, pregnant women, seniors, the disabled, veterans, and low-income working families.

In California, Medi-Cal covers nearly 38% of the state’s population, including half of all children. It provides primary and preventive care, supports home-based care for seniors and disabled individuals, and sustains rural hospitals and health care jobs. Losing this funding would be devastating.

If Congress approves these Medicaid cuts, millions of patients will lose coverage. Even those who keep their benefits may see reduced services and limited access to necessary medical care.

The Ripple Effect: Medicaid Cuts Will Hurt the Entire Health Care System

The proposed cuts would slash Medicaid funding by reducing federal matching funds. In addition, they would establish per capita caps that remove Medicaid’s funding guarantee and eliminate key financial support for managed care organizations and providers.

These changes would disproportionately harm rural communities, where hospitals and clinics rely on Medicaid funding to stay open. As a result, many rural hospitals, physician practices, clinics, and nursing homes could be forced to shut down. The financial burden would shift to hospitals and physicians, reducing access to care and worsening health outcomes.

In a joint letter, the coalition of state medical associations warned:

“As physicians, our obligation is to care for those who need us—sick children, the disabled, seniors in nursing homes, veterans, and those with chronic conditions or mental health needs. We urge Congress to reject Medicaid funding cuts that threaten patient care, coverage, and the viability of our entire health care system.”
