Casey Gallagher Appointed to California’s Interagency Apprenticeship Committee

April 25, 2025 | MedLegalNews.com – Oakland — The California Department of Industrial Relations (DIR) and Division of Apprenticeship Standards (DAS) have announced the appointment of Casey Gallagher to the Interagency Advisory Committee on Apprenticeship (IACA). Gallagher, who will serve as an Employee Representative, brings over a decade of experience expanding workforce development programs in advanced manufacturing and other trades.

His term is effective through November 2026.

Gallagher has played an active role in IACA since its launch in 2018 and previously served on its advanced manufacturing subcommittee. He currently works as California Regional Director of the Machinists Institute, where he has expanded apprenticeship opportunities across sectors such as manufacturing, automotive, and industrial trades.

State Officials Praise Gallagher’s Expertise

DIR Director Katie Hagen praised Casey Gallagher leadership, stating,

“California is setting the standard with its apprenticeship system due to the dynamic people we have leading the way. Casey Gallagher understands the workforce development landscape, and his background in manufacturing will be a benefit to IACA.”

DAS Chief Adele Burnes echoed the sentiment, adding,

“He brings a depth of experience representing workers and developing apprenticeships. His perspective is critical as we strive to integrate apprenticeships across all sectors.”

Gallagher’s career has focused on empowering workers through training and career advancement. Before joining the Machinists Institute, he worked as an apprenticeship specialist for the California Labor Federation AFL-CIO. He holds a master’s degree in community development and sociology from UC Davis and resides in the Bay Area.

Hanson and Marquez Reappointed to IACA

In addition to Gallagher’s appointment, the state also announced two reappointments to IACA:

  • Rebeca Hanson, Executive Director of SEIU UHW-West & Joint Employer Education Fund, was reappointed as both Employee Representative and Chair of IACA through November 2028. Hanson has served on the committee since 2018.
  • Jorge Marquez, Chief Impact Officer at Goodwill Southern California, will continue as Employer Representative through November 2028. He first joined IACA in December 2022.

About IACA

The Interagency Advisory Committee on Apprenticeship sets standards for registered apprenticeships in emerging industries, including healthcare, technology, and advanced manufacturing. Established under the Shelley-Maloney Apprentice Labor Standards Act with the 2018 passage of Senate Bill 235, the committee includes multiple subcommittees that advise on pre-apprenticeship and apprenticeship program design.

The next IACA meeting is scheduled for April 29.
